Ques: Haruna Iddrisu asks if the nominee earned any per diem or bonus in Gabon.

IA: I went to Gabon but did not take any per diem. The total amount of budget for AFCON 2017 presented by the previous government was $4 million. The bonus structure alone amounted to some $3 million. However, with the 50% slash in the bonus structure a savings of $1.4m was made.

Muntaka demands to know how much the Stars were paid in bonuses at the just ended AFCON.

IA: After qualifying from the group stage of the competition they were paid $15,000. The initial amount had been pegged at $30,000 but after negotiations we slashed the amount by half. Then at the Quarter Finals stage the players were each paid $6,000 instead of 12,000. Apart from these monies they were paid their usual per diems.

Ahi delves into comments the nominee has made against his immediate predecessor Nii Lante Vanderpuye. He quotes the nominee as saying Nii Lante lacks leadership. Ahi asks if he stands by the comment.

IA says he will need the support of Nii as Minister and so if he feels hard done by previous comments, he apologises profusely to him.

IA: I am not yet the minister. If I am confirmed i will ask the MP to file the question on the floor and i will come and answer.

Sports Fund

OB Amoah asks if a sports fund can be created to facilitate investment in the sector. He says the budgetary allocation for Sports is woefully inadequate and a Sports fund will be necessary.

IA: We have in our manifesto a promise to set up a sports fund and we will, within our four year mandate, work towards setting up one.

Corruption at the Ministry

Ques: Okudzeto makes reference to a comment made by the nominee in the past about corruption at the Sports Ministry and cites the Maputa report as example. What do you intend to do to fight corruption in the ministry.

IA: As ranking member i have made statements on fact about corruption and the damning Maputo report is one of them. If i am confirmed I will seek opinion on the legal advisor of the government and see if the culprits will be prosecuted.

Ques: Improved Accountability at the FA is important. We have changed ministers, coaches but not the FA.  What will you do to ensure improved accountability at the FA.

IA: A leader must lead and not to fight publicly with its agencies. The FA has its own successes and failures. Three consecutive times we have qualified for the World Cup and that is a legacy by Nyantakyi which we can’t take away from him. But the local league is suffering and that must be worked on. I will initiate a local content policy that will allow local players to be selected into the Black Stars. For instance if we have 23 players at least six must be reserved for local players and that must be made clear to the coach the FA decides to pick.

Ques: Okudzeto Ablakwa quotes a statement by the nominee in 2009 in which he suggests that the issue of lesser known sports should be discarded. He told the then minister that equal resources must be shared equally to all the sporting disciplines. Ablakwa suggests if in the 2017 budget the allocation to sports will be shared equally to all the disciplines.

IA: I believe in equality and the strengthening of grassroot sports. There will be a criteria set up for all disciplines. If they meet the criteria, they will qualify for the resources.

Ques: The issue of Academicals is very important. Danny Welbeck’s father played for the Achimota academicals before going to UK. Now we know the story of Danny and his exploits with Arsenal and Manchester United. What will you do to ensure the academicals are brought back.

IA: The NPP takes the issue of academicals seriously. We intend to promote sports at the school levels. That is the major source of talents and we must harness all our prospects.

Ques: Tema has produced a lot of footballers. Tema needs a modern stadium. Do you commit to establish one, Titus Glover asks.

IA: There are five regions without modern stadia. Upper East, West, Eastern Brong Ahafo and Volta. Our commitment is to ensure that these regions have their own modern stadia after which we will look at the community. But if the District Assembly begins their own project to build a stadium in any community, the Ministry can offer a helping hand.

He asks further sports can be a major contributor to GDP and not just entertainment. What will you do in developing media rights and other support services.

IA As a country we haven’t done enough to explore the contribution of sports to the GDP. It is something that researchers have to work on. Ambush marketing is a disincentive to sports and we must work on that. Companies sponsor the Black Stars yet others take advantage to congratulate the Black Stars in newspapers. These are all part of the ambush marketing which i will work on.

Ques: Ministry of Youth and Sports concentrates on the Sports aspect at the expense of Youth development. What will you do in the aspect of youth development.

IA The youth falls within the most productive segment of the population and everything must be done to develop their potential. Our party in the 2016 manifesto took into consideration the development of youth through the Youth development Authority which will incorporate all the youth programs under one umbrella.

Question There is good reason to concentrate on football. Every country has one big sports activity. Is there any reason why we shouldn’t do same. And what level of autonomy should the FA enjoy.

IA: Ghana is a country of laws and defines what each entity has to do. Whether it is football, badminton, volley, etc all of them fall under the National Sports Authority and i will ensure that the Authority does its work.

Ques: The issue of bonuses is critical. How do you intend to solve the problem of bonuses with our various national teams.

IA: As a minister I am not supposed to deal directly with the FA. When I am confirmed i will not deal directly with the FA. The FA must liaise with the National Sports Authority. If anything, I will deal with the Sports Authority and not with the FA. That is what the new Sports Act 2016 says. Mine is to initiate policies and allow the implementing agencies  to execute them.

Ques: At the Senior High School level people have the potential in sports but when they get to the tertiary level they divert their interest to law, and other career paths. What will you do to sustain interests in sports.

IA: The NPP will set up Colleges of Sports in three critical areas in the country for people to be able to pursue their career in Sports. The country does not have a single a sports college. The Winneba Sports college is not even accredited. The NPP will aggressively set up these colleges to improve and sustain sports education in the country.

Ques: Corruption in sports. What can you do to address the canker?

IA: Corruption is a national canker but the solution to the problem is making the law work and i as the sector minister will ensure that the law works. A leader must have a vision and ensure accountability at all times. I am uncomfortable dealing with perceptions. We have to give examples so we deal with the matter comprehensively.

Ques: In the NPP manifesto is the promise to establish regional sports centres. When will the laudable regional sports centres be established across the country

IA: The NPP will use sports as a means for job creation and that will mean setting up these regional centres across the country. We have a four year mandate and we will use this period to establish all these centres.

Ques: What will you do to develop lesser known sports in the country.

IA: I said it when i was nominated by the president that i will be a minister for all disciplines, not just football. There are about 40 disciplines with talents in all and there will be the effort to harness the potential we have in all these smaller disciplines.
